HPC Monitoring of Cost Neutrality

Ms. Howard moves that the proposed new draft be amended in section 8 by inserting after the figures “10A.” in line 271 the following new language:-

By July 1 of each year, the commission shall require provider organizations to submit an annual attestation demonstrating compliance with the primary care expenditure target and requirements to ensure that such increase does not result in an increase in the growth of the organization’s health care expenditures. The attestation shall describe the actions taken by the provider organization to increase investments in primary care and shall demonstrate that any increase in primary care expenditures was achieved through the reallocation of existing resources or expenditures and did not result in an increase in the provider organization's total health care spending. The attestation shall further demonstrate that increased primary care funding was directed to and used for the benefit of primary care practices in a manner consistent with the requirements of this section. The commission shall prescribe the form, manner and supporting documentation required for such attestation.
