Health Equity Review in Annual Expenditure Hearing Scope

Ms. Miranda and Messrs. Payano, Eldridge and Cyr move that the proposed new draft be amended in section 8, in proposed subsection (c) of Section 9A of Chapter 6D, by inserting after clause (v) the following clause:-

"(vi) whether the aggregate primary care expenditure target is achieving equitable distribution of primary care investment across health care entities in the commonwealth, including whether expenditure increases are reaching: (A) federally qualified health centers and community health centers enrolled in MassHealth; (B) primary care practices located in federally designated Health Professional Shortage Areas or Medically Underserved Areas; (C) primary care practices in which more than 40 per cent of patients are covered by MassHealth or are uninsured; and (D) communities of color, immigrant communities, low-income communities, and other priority populations as defined in Section 1 of Chapter 6D. The center shall, in consultation with the office of primary care policy and payment, include data disaggregated by the categories in clauses (iv)(A) through (iv)(D) in its annual primary care expenditure report under Section 16 of Chapter 12C."
