Amendment #112 to S3141
Priority Review for Unmet Healthcare Needs and Conservation Projects
Ms. Plouffe of Brockton moves to amend the bill by inserting after the words “section 25C¾;” in line 590, the following words:-
"provided further that this subsection shall not apply to any conservation projects;"
and further moves to amend the bill in said SECTION 25 by striking the definition of “qualifying priority project” in lines 603-610 and replacing it with the following:-
'“Qualifying priority project”, a proposed project by a health care facility as defined in section 25B or another provider that is a joint venture partner, corporate affiliate or clinical affiliate with a health care facility that addresses a documented state or regional unmet health care need, including but not limited to: (i) increased capacity for primary care, behavioral health or maternal health services; (ii) services provided in a health professional shortage area or medically underserved area; (iii) innovative models of care delivery that support the goals of the state health resource plan established under section 22 of chapter 6D; or (iv) provision of services by a high public payer community hospital in its primary service area; or (v) any other category so designated by the department, consistent with the state health resource plan.'
and further moves to amend the bill in lines 637-638 by striking the words “high public payer community hospital” and replacing with the following words:-
“health care facility”.
