Energy Storage Incentives Must Consider Environmental Impacts

Ms. Comerford moves that the proposed new text be amended in section 31, by striking out, in line 661, the words “and (viii) promote investor confidence through long-term incentive revenue certainty and market stability,” and inserting in place thereof the following words:-

"(viii) promote investor confidence through long-term incentive revenue certainty and market stability; and (ix) avoid, minimize, or, if impacts cannot be avoided or minimized, mitigate negative environmental and socioeconomic impacts caused by energy storage resources, including, but not limited by, consultation with impacted stakeholders, including, but not limited to, federally recognized and state acknowledged tribes, provided that pumped storage hydropower energy storage projects shall meet appropriate and site-specific standards as required under clause (i) of subsection (c) of section 11F of chapter 25A."
