Ensuring Flexible and Effective Mass Save Spending

Ms. Rausch, Mr. Collins, Ms. Jehlen, Ms. Edwards and Messrs. Keenan, Eldridge and Feeney move that the proposed new text be amended in section 2 by striking out lines 7 through 10, inclusive, and inserting in place thereof the following:-

Section 3B. No later than 180 days before the department approves a new plan under section 21 of chapter 25, the secretary shall set a goal, expressed in tons of carbon dioxide equivalent, for the plan’s necessary contribution to meeting each statewide greenhouse gas emissions limit and sublimit adopted pursuant to this chapter.

and in section 15, in lines 269 and 270, by striking out the words “there is a corresponding decrease in said sector such that no increase occurs in either the plan or a sector within the plan” and inserting in place thereof the following:- “the department determines that said increase will yield net savings for ratepayers or cost-effective emissions reduction.”
