Require transmission companies to participate in ISO-NE

Ms. Comerford moves that the proposed new text be amended by inserting after section 79 the following section:-

SECTION 80. Said chapter 164 is hereby further amended by adding the following section:-

Section 161. No transmission company shall own or control transmission facilities located in the state unless such company participates in and transfers control of those facilities to ISO-NE.
