Stop Scrolling Mental Health Trust Fund

Ms. Rausch and Mr. Keenan move that the proposed new draft be amended by adding the following section:-

SECTION XX. (a) There shall be a Stop Scrolling Mental Health Trust Fund to be expended, without prior appropriation, by the department of public health. The fund shall consist of funds collected by the attorney general pursuant to section 5 of said chapter 93M. The fund shall be expended to schools and school districts across the Commonwealth for costs associated with addressing social media use and delivering mental health services in public schools. Monies deposited into the fund that are unexpended at the end of a fiscal year shall not revert to the General Fund and shall be available for expenditure in the subsequent fiscal year.

(b) The department of public health shall administer the fund. Annually, not later than August 1, the department shall report on the activities of the fund from the previous calendar year to the clerks of the senate and house of representatives, the senate and house committees on ways and means, the joint committee on public health, the joint committee on education, and the joint committee on joint committee on mental health, substance use and recovery. The department may promulgate regulations or issue other guidance to implement this section.
