Safe Withdrawal & Abandonment Protocols

Messrs. Tarr, Montigny and O'Connor move that the proposed new text be amended by inserting in line 99 after the word, "complaints" the following:-";provided, however, that such regulations shall include explicit, safe withdrawal protocols establishing clear criteria for when and how a caregiver may immediately evacuate or withdraw from an actively hazardous home environment without facing professional disciplinary action, regulatory penalties, or civil accusations of patient abandonment; provided further, that such protocols shall require the home care agency to immediately coordinate emergency backup care for the consumer upon notification of a worker's withdrawal"
