Portable Background Checks & Credentialing

Messrs. Tarr and O'Connor move that the proposed new text be amended in section 16II(e)(1), by inserting after subclause (xi) the following new subclause:—  (xii) the establishment, maintenance, and oversight of a centralized, portable clearance registry for home care workers; provided, however, that once a home care worker successfully satisfies the background check and screening requirements of subclause (i), such clearance shall be deemed portable and valid across all licensed home care agencies for a period of not less than 2 years, minimizing redundant processing delays, administrative burdens, and background check costs for both workers and employers."
