Clinical De-escalation Over Administrative Penalties

Mr. Tarr moves that the proposed new text be amended by inserting in line 140 after the word, "attendants" the following:- "; (vi) mandate that any reported incident involving a consumer with a documented cognitive impairment or neurodegenerative condition shall automatically trigger a specialized clinical care plan review and the deployment of clinical de-escalation support, prioritizing behavioral health intervention and continuity of care over punitive administrative reporting, fines, or abrupt service termination".
