Digital Matching Platforms

Mr. Tarr moves that the proposed new text be amended by striking in lines 14-16 the following:- "(iii)procures, offers, refers or provides or attempts to provide home care services by matching individuals seeking home care services to entities that provide home care services" and inserting in place thereof the following:-"(iii) procures, offers, refers or provides or attempts to provide home care services by matching individuals seeking home care services to entities or independent contractors that provide home care services; provided, however, that the executive office shall establish a distinct, specialized licensure tier and tailored regulatory standards for web-based caregiver registries and "gig-economy" matching platforms that do not directly employ home care workers, ensuring such platforms satisfy consumer safety, background check, and transparency requirements without imposing operational mandates incompatible with non-employer business models".
