Preventing Immediate Criminalization

Mr. Tarr moves that the proposed new text be amended by inserting at the end of line 198 the following:- "Said officer may, without a warrant, arrest and detain a person, provided that the officer has considered, where appropriate and safe, the use of de-escalation techniques or, if the suspect is a patient in medical crisis, the availability of alternative medical or behavioral health intervention before initiating an arrest.
