Making Communications Public Records

Mr. Keenan moves that the proposed new text be amended in section 7, in line 98, by striking the word "and"; and, in said section 7, in line 101, by inserting, after the word "cycle", the following words:- "; and (xx) electronic and written communications; provided, that the communications are unrelated to developing policy positions; provided further, that the communications are unrelated to a request by a constituent of a member of the general court for benefits, services or assistance from a state agency".
