Gateway Municipalities

Mr. Driscoll moved that the proposed new text be amended by inserting the following new sections:

SECTION X1. Section 3A of Chapter 23A of the General Laws, as appearing in the official 2024 edition, by striking the definition of “gateway municipality” and inserting in place thereof the following definitions:

“gateway municipality,” a municipality with a population between 35,000 and 250,000 with a median household income below the commonwealth’s, and a rate of educational attainment of a bachelor’s degree or higher that is below the Commonwealth’s. The department of economic development shall promulgate regulations to determine the communities meeting the aforementioned criteria, the data used to evaluate each criteria, and a certified list of qualifying municipalities at least every three years.

SECTION X2. Section X1 shall be effective January 1, 2027.
