STOP Stroke
Mr. Montigny moved that the proposed new text be amended in section 2, by inserting after item 4513-1112 the following item:-
"4513-1121 For a statewide STOP stroke program; provided further, that the funds shall be expended to provide educational programming as part of the Act F.A.S.T. campaign on the signs and symptoms of stroke and stroke warning signs with a focus on communities that have the highest incidence of stroke; provided further, that no funds awarded to the Act F.A.S.T. campaign shall be used for personnel costs; provided further, that the department shall provide quality improvement measures that align with the stroke consensus metrics by utilizing a nationally-recognized data set platform and expand the statewide registry that compiles information and statistics on stroke care using confidentiality standards that shall be not less secure than a nationally-recognized data set platform, including the stroke registry data platform; provided further, funds shall be expended to require all stroke service hospitals and emergency medical services agencies to report data consistent with nationally-recognized guidelines on the treatment of individuals with confirmed stroke; provided further, funds shall be expended to oversee the operation and administration of designated stroke service hospital programs as defined in 105 CMR 130.1402; provided further, that funds shall be used to collect and analyze data from designated stroke service hospitals in the commonwealth and for the salary of a full-time surveyor who shall be primarily responsible for ensuring compliance with the stroke service designation criteria; provided further, that not later than December 31, 2026, the department shall submit a report to the senate committee on post audit and oversight and the senate and house committees on ways and means detailing: (i) expenditures from this item; (ii) the number of persons reached by the campaign under this item; (iii) the methods and strategies implemented to reach said persons; and (iv) activities carried out by the department pursuant to this item........................................$500,000".
