Supporting the Health Safety Net
Ms. Friedman moved that the proposed new text be amended by adding after section __ the following two sections:-
“SECTION __. Notwithstanding any general or special law to the contrary, the comptroller, at the direction of the secretary of administration and finance, shall transfer $37,500,000 from the Commonwealth Federal Matching and Debt Reduction Fund established in section 2EEEEEE of chapter 29 of the General Laws, inserted by section 2 of chapter 214 of the acts of 2024, to the Health Safety Net Trust Fund established in section 66 of chapter 118E of the General Laws; provided, that such funds shall be used first to reduce the shortfall, as described in subsection (b) of section 69 of said chapter 118E, for health safety net fiscal year 2027 and that any remaining funds may be used to reduce the shortfall in any other open health safety net fiscal year; and provided further, that the amount equal to any federal financial participation revenues claimed and received by the commonwealth for eligible expenditures made from said Health Safety Net Trust Fund with these funds transferred from said Commonwealth Federal Matching and Debt Reduction Fund shall be credited to said Health Safety Net Trust Fund.
SECTION __. Notwithstanding any general or special law to the contrary, the comptroller, at the direction of the secretary of administration and finance, shall transfer $8,000,000 from the Commonwealth Federal Matching and Debt Reduction Fund established in section 2EEEEEE of chapter 29 of the General Laws, inserted by section 2 of chapter 214 of the acts of 2024, to the General Fund.”
