Health Care Provider Value Maximization Study
Mr. Tarr moved that the proposed new text be amended by inserting after Section ____ the following new section:--- "The center for health information and analysis shall conduct a study of the delivery of healthcare in the commonwealth, with regard to the delivery of specific types of care provided by all categories of providers, including but not limited to primary care physicians and specialists, physician assistants, nurse practitioners, certified nursing assistants, pharmacists, and others who provide direct patient care and who are licensed to practice and/or receive funding from the commonwealth or a commercial insurer licensed by the commonwealth to provide payment for the delivery of one or more healthcare services, for the purpose of determining possible changes to maximize the delivery of quality care achievable at the lowest cost by each category of provider. In conducting such study the center shall consider factors including but not limited to the scope of practice of each category of provider and possible changes to reduce the cost of care while maintaining effectiveness and patient safety, the potential for increasing access to care through changes to the service delivery structure, including but not limited to the scope of practice, the potential to maximize the beneficial use of technology to improve the quality of care and reduce the costs of care, and any other factors relevant to the purpose of such study.
In conducting said study, the center shall consult with provider and payer organizations including but not limited to the Massachusetts Medical Society, the Massachusetts Nurses Association, the Massachusetts Hospital Association, the Massachusetts Pharmacists Association, the Massachusetts Senior Care Association, the Massachusetts Association of Health Plans, and the department of public health and the secretary of health and human services., and shall conduct no less than three public hearings in geographically diverse regions of the commonwealth.
The results of said study, together with any recommendations for legislative or regulatory changes, shall be filed with the clerks of the House and Senate and the Joint Committee on Health Care Financing, not later than March 1, 2027."
