Mr. Eldridge moved that the proposed new text be amended , in section 30, by striking out, in lines 319 to 320, inclusive, the words “and with leave of the court, cause notice to be served upon such parent by” and inserting in place thereof the following words:- demonstrating that reasonable and diligent efforts have been made to locate the parent and effect service through personal service, and with leave of the court, cause notice to be served upon such parent by, as determined by the court.
