Meeting standards for conference committees

Mr. Tarr, Ms. Dooner and Mr. Fattman move to amend the report by inserting at the end of Rule 11 the following:-- "To the maximum feasible extent possible, committees of conference shall meet in person and be inclusive of all committee members."
