AN ACT PROVIDING FUNDS FOR EMERGENCY REMEDIAL MEASURES TO PREVENT CIVIL DISORDERS IN THE CITY OF LAWRENCE.
Be it enacted by the Senate and House of Representatives
in General Court assembled, and by the authority of the same,
To provide for supplementing certain items in the general appropriation act
and for certain new activities and projects, the sums set forth in section
two, for the several purposes and subject to the provisions of law
regulating the disbursement of public funds and the conditions pertaining
to appropriations in chapter two hundred and thirty-four of the acts of
nineteen hundred and eighty-four, are hereby appropriated from the General
Fund, unless specifically designated otherwise, for the fiscal year
ending June thirtieth, nineteen hundred and eighty-five or for such period
as may be specified, the sums so appropriated to be in addition to any
amounts available for the purpose.
EXECUTIVE OFFICE FOR ADMINISTRATION AND FINANCE.
For a reserve for the emergency operating costs of responding to the civil
disorders which occurred in the city of Lawrence in August, nineteen
hundred and eighty-four; provided, that such costs may include overtime of
city and state employees, cost of equipment and supplies, and other
expenses directly attributed for the quelling of said disorders; and
provided, further, that said amount shall be paid by the comptroller only
after receipt of an itemized accounting of such expenses which has been
certified by the mayor of said city or another appropriate official
EXECUTIVE OFFICE OF COMMUNITIES AND DEVELOPMENT.
Division of Community Development.
For a grant to enhance the management capacity, efficiency, and
effectiveness of the government in the city of Lawrence, including economic
development and financial planning, said funds to be allocated by the mayor
of said city in accordance with a plan approved by the secretary of the
executive office of communities and development; provided that such plan
shall be submitted by said mayor to said secretary within forty-five days
of the effective date of this act; appropriation expires June thirtieth,
nineteen hundred and eighty-six
For reimbursements to the following communities for costs incurred between
October fifteenth, nineteen hundred and eighty-four, and October
twenty-fifth, nineteen hundred and eighty-four, in fighting a fire on
Peaked Mountain in the town of Monson:-
For a grant to the town of Wilmington for the purpose of meeting the cost
of an emergency cleanup of an oil spill caused by the rupture of oil tanks
and the replacement of said tanks, near the headwaters of the Ipswich river
in the town of Wilmington; provided, however, that this appropriation shall
expire on June thirtieth, nineteen hundred and eighty-five
