AN ACT AUTHORIZING THE COUNTY COMMISSIONERS OF NORFOLK COUNTY TO BORROW MONEY FOR THE CONSTRUCTION, EQUIPPING AND FURNISHING OF A MAINTENANCE BUILDING AT NORFOLK COUNTY RECREATIONAL FACILITY.
Be it enacted by the Senate and House of Representatives
in General Court assembled, and by the authority of the same,
The county commissioners of Norfolk county are hereby authorized to raise
and expend a sum not exceeding six hundred and fifty thousand dollars for
the construction, equipping and furnishing of a maintenance building at the
Norfolk county recreational facility in the city of Quincy, including plans
and specifications and architects fees and expenses connected therewith;
provided, however, that the cost of such plans and specifications, fees and
expenses shall not exceed seventy thousand dollars. Any sums received from
the federal government for the purposes of this act shall be included in,
and considered a part of, the total amount authorized to be expended hereunder.
SECTION 2. For the purpose authorized by section one, the
treasurer of said county,
with the approval of the county commissioners and county advisory board,
may borrow upon the credit of the county such sums as may be necessary, not
exceeding in the aggregate, six hundred and fifty thousand dollars; and,
may issue bonds or notes of the county therefor, which shall bear on their
face the words, Norfolk County Wollaston Recreational Facility Loan Act of
1985. Each authorized issue shall constitute a separate loan, and such
loans shall be payable in not more than twenty years, from their dates.
Said bonds or notes shall be signed by the county treasurer and
countersigned by a majority of the county commissioners. Said county may
sell such securities at public or private sale, upon such terms and
conditions as the county commissioners may deem proper, but not for less
than their par value. Indebtedness incurred hereunder shall, except as
herein provided, be subject to chapter thirty-five of the General Laws.
This act shall take effect upon its passage.
