AN ACT AUTHORIZING THE MARTHA'S VINEYARD SUPERINTENDENCY UNION SCHOOL COMMITTEE TO ESTABLISH AN ACCOUNT.
Be it enacted by the Senate and House of Representatives
in General Court assembled, and by the authority of the same,
Notwithstanding the provisions of section fifty-three of chapter
forty-four of the General Laws or any other general or special law to the
contrary, the Martha's Vineyard superintendency Union School committee may
establish a separate account for professional enhancement purposes,
hereinafter to be known as the professional enhancement account.
Expenditures may be made from said account by said Union School committee to
reimburse teachers for sabbaticals, tuition and other professional
enhancement purposes in accordance with sections thirty-eight I and
forty-one A of chapter seventy-one of the General Laws, without further appropriations;
provided, however, that said special account shall be not used to employ or
pay the salary of any employee.
Each town in the school district shall, by a specific vote of its annual
town meeting, appropriate an amount of money sufficient to fund the
professional enhancement account. This account shall be kept separate and
apart from all other monies by the region treasurer who shall be responsible
for the accounting of said fund. The superintendent of the school district
with such an account shall submit annually a report of said account to the
board of selectmen or town manager of each town and to the annual town
meeting of each town in said district, and a copy of said report shall be
submitted to the director of accounts. This account shall go into effect
once it has been accepted by the annual town meeting of each town in said district.
