Be it enacted by the Senate and House of Representatives
in General Court assembled, and by the authority of the same,
SECTION 1. Chapter 355 of the acts of 1892 is hereby amended by striking out section 44 and inserting in place thereof the following section:-
Section 44. The management and control of the schools of the city shall be vested in a school committee consisting of nine members, three of whom shall be members-at-large and six of whom shall be members from wards. The three members-at-large shall be inhabitants of the city and shall be elected by the qualified voters of the entire city to serve for a term of two years. Each of the six ward members shall be inhabitants of the city of Everett and also be inhabitants of a different ward. All six members shall be elected by the qualified voters of the entire city to serve for a term of two years.
SECTION 2. Section four of chapter three hundred and sixty-one of the acts of nineteen hundred and thirty is hereby repealed.
SECTION 3. Chapter five hundred and twenty-five of the acts of nineteen hundred and forty-three is hereby repealed.
SECTION 4. Nothing in this act shall affect the term of the members of the school committee holding office on the effective date of this act and all members of the school committee elected in the year nineteen hundred and eighty-nine shall be entitled to serve the full term to which they were elected.
SECTION 5. This act shall take effect on January first, nineteen hundred and ninety-one.
SECTION 6. The secretary of state shall cause the following question to be placed on the official ballot to be used in the city of Everett at the biennial state election to be held in the year nineteen hundred and ninety: "Shall an act passed by the General Court in the year nineteen hundred and ninety entitled "an act relative to the reduction of the term of office of members of the school committee in the city of Everett, be accepted " If a majority of the votes cast in answer to said question is in the affirmative then this act shall take full effect but not otherwise.
