Be it enacted by the Senate and House of Representatives
in General Court assembled, and by the authority of the same,
SECTION 1. Notwithstanding the provisions of section twenty-two of chapter one hundred and sixty-six of the General Laws or any other general or special law to the contrary, the commissioner of public works of the city of Newton shall have the powers and duties under said section to grant orders and act upon petitions for the construction of underground lateral wires and conduits within a public way from an existing pole to private property and to take such action without notice or hearing; provided, however, that all other provisions of said chapter one hundred and sixty-six shall govern such petitions.
SECTION 2. This act shall take effect upon its passage.
