Be it enacted by the Senate and House of Representatives
in General Court assembled, and by the authority of the same,
SECTION 1. Notwithstanding the provisions of section seventeen of chapter one hundred and thirty-eight of the General Laws, the licensing authority of the town of Winchester is hereby authorized to issue, to two restaurants with seating capacities of not less than one hundred, licenses for the sale of all alcoholic beverages to be drunk on the premises under the provisions of section twelve of said chapter one hundred and thirty-eight. Said license shall be subject to all the provisions of said chapter one hundred and thirty-eight except said section seventeen.
SECTION 2. The state secretary shall cause to be placed on the official ballot to be used at the biennial state election in the year nineteen hundred and ninety-six in the town of Winchester the following question:- "Shall an act passed by the general court in the year nineteen hundred and ninety-six, entitled 'An act authorizing the town of Winchester to issue two additional licenses for the sale of all alcoholic beverages to be drunk on the premises' be accepted "
If a majority of the votes cast in answer to said question is in the affirmative, this act shall take effect, but not otherwise.
SECTION 3. This act shall take effect upon its passage.
