RESOLVED, That a special commission be established to investigate and study the dairy industry in Massachusetts. Said commission to consist of three members of the Senate, one of whom shall serve as co-chairman and at least one of whom shall be a member of the Legislative Rural Caucus, three members of the House of Representatives, one of whom shall serve as co-chairman and at least one of whom shall be a member of the Legislative Rural Caucus, the Secretary of the Executive Office of Environmental Affairs or his or her designee, the Secretary of Consumer Affairs or his or her designee, the Commissioner of the Department of Food and Agriculture or his or her designee, the Executive Director of the Legislative Rural Caucus and eight persons to be appointed by the Governor, one of whom shall be a member of the Massachusetts Farm Bureau Federation, one of whom shall be a member of the Association of New England Milk Dealers, two of whom shall be members of the Massachusetts Association of Dairy Farmers, one of whom shall be the coordinator of S.A.N.E. (Save Agriculture in New England), one of whom shall be a representative of the Southern New England Farm Credit Association, one of whom shall be a member of the Retail Grocers Association, one of whom shall be a representative of a related agricultural industry.
Before making recommendations, said commission shall hold at least one public hearing and shall consult with, receive evidence from, and solicit the opinions of Massachusetts dairy producers and dealers, interested state agencies, development and industry interest, public interest groups, and the general public as it may determine appropriate.
Said commission shall report to the General Court the results of its investigation and study together with its recommendations and drafts of legislation necessary to carry said recommendations into effect, by filing the same with the Clerk of the House of Representatives on or before the first Wednesday of April, nineteen hundred and ninety-one.
