Section 64B of said chapter 29, as so appearing, is hereby amended by inserting after the third paragraph the following paragraph:\r\n\r\n\"On behalf of a governmental body, the body’s treasurer—or, if there is no treasurer, the chief financial officer, regardless of title—may, at the body's sole discretion, implement a savings plan pursuant to this section. If the governmental body offers a 457(b) plan and/or a 403(b) plan, employee participation in either plan shall be strictly voluntary, and employees shall have the right to elect whether or not to enroll in the plan(s) offered.\"\r\n"}
