Section 29 of chapter 21A of the General Laws, as appearing in the 2024 Official\r\nEdition, is hereby amended by adding the following paragraphs:\r\nThe undersecretary of environmental justice and equity shall establish a framework, within\r\nexisting resources and consistent with existing authority, to guide the equitable and proportional\r\ndelivery of clean energy benefits to environmental justice populations, as defined in section 62 of\r\nchapter 30, and low-income communities designated by the undersecretary.\r\nThe undersecretary shall also establish, and periodically update, a working definition of “clean\r\nenergy benefits.” This definition shall account for the net impact of burdens and the pollution\r\nand cost reductions associated with state clean energy programs. In developing and updating the\r\ndefinition, the undersecretary shall consult with the environmental justice council established\r\nunder section 62L of chapter 30 and other stakeholders as the undersecretary deems appropriate.\r\nEach state agency that administers a clean energy program shall, as part of an existing program\r\nreview or annual reporting process, describe how such program is designed to deliver clean\r\nenergy benefits to environmental justice populations and designated low-income communities,\r\nand shall identify barriers to participation by such communities and strategies, within existing\r\nauthority, to reduce such barriers. The undersecretary of environmental justice and equity shall\r\ncompile such information into a summary of clean energy benefits delivery, which may be\r\nincluded within an existing report of the executive office of energy and environmental affairs.\r\nNothing in this section shall be construed to require additional appropriations or the hiring of\r\nnew personnel.\"\r\n"}
