The study shall include, but not be limited to: (i) anticipated costs, benefits, and operational effectiveness associated with the acquisition of electric distribution assets; (ii) projected financial performance and feasibility over a period of not less than 30 years; (iii) examining the feasibility, costs and benefits of implementing municipal lighting plants in Fitchburg and Lunenburg, and the possible benefits of doing so in concert with an existing, or newly created, municipal light plant or independent municipal light plant entities. The Secretary of the Department of Public Utilities shall report the findings of this study and any actions taken pursuant this section to the Joint Committee on Telecommunications, Utilities and Energy and the House and Senate Committees on Ways and Means not later than July 1, 2026.\"\r\n"}
