Chapter 90 of the General Laws, as appearing in the 2024 Official Edition, is hereby amended by inserting after section 2 the following section:-\r\n\r\nSection 2GG. Notwithstanding any general or special law to the contrary, the registrar of motor vehicles shall establish a program to issue distinctive placards to residents of the commonwealth who have been diagnosed with a terminal illness and are undergoing medically necessary treatment, as certified by a licensed physician. A motor vehicle displaying such placard shall be authorized to use high-occupancy vehicle lanes on public ways of the commonwealth regardless of the number of occupants in the vehicle; provided, that the registrar shall promulgate regulations governing eligibility, issuance, duration and enforcement of such placards.”\r\n"}
