Massachusetts Development Finance Agency shall study the Local Infrastructure Development Program authorized by MGL Ch23L and render recommendations for how to increase the utilization and effectiveness of the program for municipal infrastructure investments; provided further that said report shall include recommendations for including a pay-as-you-go infrastructure investment model and other forms of public-private partnerships, with particular consideration of empowering municipal governments to support new growth, job creation, housing development and attract private investment; provided further that said report shall be rendered to the House and Senate Clerks and the Chairs of the Joint Committee on Economic Development no later than June 30, 2027.”\r\n\r\n"}
