Chapter 21A of the General Laws is hereby amended by adding the following section:-\r\nSection 29. A municipality, agency, individual, firm, corporation or an entity acting on behalf of an individual, firm or corporation shall not transport solid waste originating in the commonwealth on a vehicle, train, barge, ship, or scow unless the solid waste is covered by a hard top or biodegradable seal that hardens after application.\r\nThe department of environmental protection, in consultation with the department of transportation, shall promulgate regulations for the implementation, administration and enforcement of this section.\"\r\n\r\n"}
