Chapter 149 of the General Laws is hereby amended by adding the following section:-\r\nSection 204. An exclusive contract to which the commonwealth, a county or a municipality is a party shall contain a 30 per cent minority participation goal for sub-contractors hired by the exclusive contract to provide services.\r\nThe commissioner shall promulgate regulations for minority participation goals established under this section.\"\r\n\r\n"}
