Notwithstanding subsection (b) of section 3A of chapter 40A of the General Laws or any other general or special law to the contrary, no funds authorized or made available pursuant to sections 1 and 2 of this act shall be withheld from, denied to or otherwise made unavailable to a city or town that would otherwise be eligible for such funds solely on the basis that the city or town is not in compliance with said section 3A of said chapter 40A.\r\n\r\n"}
