Chapter 29 of the General Laws is hereby amended by inserting after section 2ZZZZZ the following section:—\r\nSection 2AAAAAA. Notwithstanding any general or special law to the contrary, the executive office for administration and finance, in coordination with all executive offices and state agencies administering state grant programs, shall establish and maintain a centralized online portal to facilitate municipal access to all competitive state grant opportunities. The portal shall:\r\n(a) Provide up-to-date listings of all grant programs for which municipalities may be eligible;\r\n(b) Include deadlines, application requirements, and relevant contact information; and\r\n(c) Offer tools or technical assistance for smaller municipalities with limited grant-writing capacity.\r\nThe executive office shall ensure the portal is publicly accessible and updated on a quarterly basis.\r\n"}
