{"AmendmentNumber":"40","ParentBillNumber":"S2619","Bill":null,"Sponsor":{"Id":"SCO1","Name":"Steven Owens","Type":1,"Details":"https://malegislature.gov/api/GeneralCourts/194/LegislativeMembers/SCO1","ResponseDate":"2026-06-03T16:22:28.943"},"Category":null,"Action":"Consolidated","RollCall":[],"Title":"Strengthening Protections for Personal Data and Sensitive Data","Branch":"House","RedraftNumber":null,"IsFurther":false,"GeneralCourtNumber":194,"Text":"Mr. Owens of Watertown moves to amend the bill in section 1, by striking lines 406-421 and inserting in place thereof the following:-\r\n\"(1) limit the collection of personal data to what is reasonably necessary and proportionate to provide or maintain a specific product or service requested by the consumer to whom the data pertains, including any routine administrative, operational, or account-servicing activity, such as billing, shipping, delivery, storage, accounting, or sending communications;\r\n(2) not collect, process, or transfer sensitive data concerning a consumer except when such collection, processing, or transfer is strictly necessary to provide or maintain a specific product or service requested by the consumer to whom the sensitive data pertains;\",\r\nand in said section 1, by striking the following words after \"(A)\" in line 433 through \"(B)\" in 436 and inserting in place thereof the following:-\r\n\"precise geolocation data of any individual or consumer collected or processed within the commonwealth, regardless of the residency of the individual or consumer; provided, that precise geolocation data shall not be sold even with the affirmative consent of an individual or consumer; or (B).\",\r\nand in said section 1, by striking the following words after “sensitive data” in line 433  through \"COPPA\"  in line 439:-\r\n\"other than precise geolocation data without obtaining the consumer’s affirmative consent; and provided further, that in the case of the collection or processing of personal data concerning a known child, personal data shall be collected and processed in accordance with COPPA.\".\r\n"}
