In conducting this study, the attorney general shall:\r\n(1) examine what qualifies an entity as a data broker, including, but not limited to, proposing definitions that may be appropriate for statute or regulations;\r\n(2) estimate the number of data brokers operating in Massachusetts and scope of data broker operations in Massachusetts;\r\n(3) estimate the cost, feasibility, and efficacy of establishing and maintaining a data broker registry in Massachusetts;\r\n(4) consider whether existing data privacy and consumer protection laws and regulations that are applicable in Massachusetts are sufficient to protect the residents of Massachusetts from any negative impacts associated with data brokers;\r\n(5) evaluate laws and regulations in other jurisdictions in terms of their cost, feasibility, and efficacy; and\r\n(6) take other matters that are relevant to the regulation of data brokers into consideration, including, but not limited to, any positive impacts associated with data brokers.\r\n(b) The attorney general shall submit a report of their findings and recommendations, including any proposed legislation, relative to data brokers by filing the same with the clerks of the house of representatives and senate and the governor not later than December 1, 2026.”\r\n"}
