Eldridge, Gómez and Keenan move that the proposed new text be amended by adding the following section:- \r\nSECTION XXX.  Chapter 23B of the General Laws, as appearing in the 2024 Official Edition, is hereby amended by adding the following section:-\r\nSection 37. Notwithstanding any general or special law to the contrary, no family receiving emergency assistance under this chapter, inclusive of those residing in both Bridge Shelters and Temporary Respite Centers, shall be exited from shelter between November 1, 2025 and April 30, 2026 except into documented, stable permanent housing. For purposes of this section, permanent housing shall mean housing with a verifiable lease or occupancy agreement of at least twelve months and shall explicitly exclude placements that would result in a family’s homelessness or residence in conditions not meant for human habitation, including but not limited to vehicles, streets, or transient arrangements.\r\nNon-payment of rent shall not, by itself, disqualify an otherwise eligible family from entering emergency shelter under this chapter between November 1, 2025 and April 30, 2026 provided that the Department shall continue to apply standard screening criteria for safety, fraud prevention, and verification of need.\r\n"}
