Notwithstanding any general or special law to the contrary there shall be a special commission to study the effects of cannabis use on youth in the commonwealth. The commission shall examine but not be limited to: (i) patterns of cannabis use among individuals under the age of 25; (ii) impacts on physical and mental health; (iii) educational and social outcomes; (iv) interactions with the juvenile justice system; and (v) the effectiveness of prevention and intervention strategies.\r\n(b) The commission shall consist of the following members:\r\n(i) the commissioner of public health, or a designee;\r\n(ii) the commissioner of elementary and secondary education, or a designee;\r\n(iii) the chair of the cannabis control commission, or a designee;\r\n(iv) the attorney general, or a designee;\r\n(v) the commissioner of mental health, or a designee;\r\n(vi) 2 members appointed by the governor, 1 of whom shall have expertise in adolescent medicine and 1 of whom shall have expertise in substance use prevention;\r\nThe commission shall consist of the following members:\r\n(i) the commissioner of public health, or a designee;\r\n(ii) the commissioner of elementary and secondary education, or a designee;\r\n(iii) the chair of the cannabis control commission, or a designee;\r\n(iv) the attorney general, or a designee;\r\n(v) the commissioner of mental health, or a designee;\r\n(vi) 4 members appointed by the governor, 1 of whom shall have expertise in adolescent medicine; 1 of whom shall have expertise in substance use prevention; 1 of whom shall be a representative of youth advocacy organizations; and 1 of whom shall be a representative of community‑based prevention programs.\r\n(c) The commission shall hold at least 3 public hearings, in diverse geographic locations, to solicit input from youth, parents, educators, and community stakeholders.\r\n(d) The commission shall file a report of its findings, including any recommendations for legislative or regulatory action, with the clerks of the house of representatives and senate, the chairs of the joint committee on cannabis policy, and the chairs of the house and senate committees on ways and means not later than 18 months after the effective date of this section.\r\n"}
