Chapter 64N is hereby amended in Section 5 by inserting at the end thereof the following sentence:-\r\nNotwithstanding the previous paragraphs, one percent of the tax imposed under this section 2 of this chapter shall be deposited into the Prevention and Wellness Trust Fund for the cost of evidence-based public health programs dedicated to primary prevention of youth substance use.\"\r\n"}
