Durant and Fattman move that the proposed new text be amended in section 7, in section 2BBBBBB of chapter 29, by inserting after subsection (a½) the following subsection:-\r\n(a¾) Notwithstanding any general or special law to the contrary, if in any fiscal year total income surtax revenue is more than 10 per cent below the total income surtax revenue collected in the immediately preceding fiscal year, the dedicated transportation income surtax revenue amount and the dedicated higher education income surtax revenue amount shall, for that fiscal year, be credited on a proportional basis equal to each amount’s share of the total income surtax revenue amounts established in subsection (a). Amounts credited pursuant to this subsection shall be deemed to satisfy the requirements of this section for that fiscal year.\r\n"}
