Tarr and Fattman move that the proposed new text be amended in section 7, in section 2BBBBBB of chapter 29, by inserting after subsection (b) the following subsection:-\r\n(b½) Annually, not later than December 31, the secretary of administration and finance shall submit to the clerks of the senate and house of representatives, the senate and house committees on ways and means, and the joint committee on education an equity impact analysis of income surtax revenue allocations made pursuant to this section. The analysis shall include, but not be limited to: (i) the distribution of surtax‑supported expenditures by region, school district, and institution type; (ii) the extent to which surtax‑supported investments advance educational equity, transportation equity, and access to opportunity; and (iii) identification of disparities in the allocation or impact of surtax‑supported expenditures and recommendations to address such disparities.\r\n"}
