Tarr and Montigny move that the proposed new text be amended  in section 2A, in item 1596-7066, by inserting after the word \"necessary\" the following:- \"provided further, that no public institution of higher education receiving funds from this item shall, during any fiscal year in which such funds are received, increase total compensation, including salary and bonuses, for any executive or senior administrative position above the level in effect on July 1, 2025; provided further, that no such institution shall create any new executive or senior administrative positions funded in whole or in part from any source, but may restore executive or senior administrative positions that were eliminated in or after fiscal year 2024; and provided further, that any restored position shall not result in total executive or senior administrative compensation exceeding the level in effect on July 1, 2025.”\r\n"}
