Section 4103, in the commonwealth; provided, that such funds shall be distributed by the department of elementary and secondary education based on a formula that accounts for the unique fiscal constraints of municipalities with significant proportions of non-taxable land, including tribal and conservation lands ..... $1,000,000 \".\r\n"}
