Tarr, Eldridge and Montigny and Ms. Lovely move that the proposed new draft be amended in section 2C, in item 2000-7083, by adding the following words:- “; provided further, that not less than $5,000,000 shall be expended as grants to municipalities, institutions of higher education and other public and nonpublic entities to develop, identify, research, advance, secure permits and authorizations and deploy innovative means, methods, technologies and approaches for protecting and strengthening the resilience of the commonwealth's coastal shoreline, including beaches, marshes, dunes and public and private property and infrastructure; provided further, that grants may prioritize projects and proposals that include means, methods, technologies and approaches for protecting coastal resources that advance natural approaches including, but not limited to, thin-layer marsh deposition, living shorelines, vegetation, eradication of invasive plant and shellfish and any other relevant methodology; provided further, that funds may be used to assist municipalities, institutions of higher education and other public and nonpublic entities in securing any local, state or federal permits necessary to implement eligible coastal resilience projects; provided further, that funds from this item shall be in addition to any gifts, grants or appropriations obtained for the coastal resilience projects”; and by striking out the figure “$200,000,000” and inserting in place thereof the following figure “$205,000,000”.\r\n"}
