Notwithstanding any general or special law to the contrary, the department of conservation and recreation shall waive annual parking pass fees for residents of the commonwealth with a medically determined permanent physical, mental, intellectual or sensory disability that substantially limits one or more major life activities. The department shall determine the form and manner of documentation required to establish eligibility, which may include documentation from a licensed health care provider, a federal agency, or a state agency\".\r\n"}
