Notwithstanding any general or special law to the contrary, the department of environmental protection and the Massachusetts Clean Water Trust shall, to the maximum extent permitted by federal law, federal regulations and applicable federal capitalization grant requirements, provide financial assistance through the Drinking Water State Revolving Fund at an interest rate not exceeding zero percent for eligible municipal, regional or public water system projects undertaken for the purpose of PFAS detection, treatment, remediation or compliance with applicable state or federal drinking water standards.\r\nThe department and the trust shall prioritize available principal forgiveness, loan forgiveness, grants or other subsidy for such projects and shall include this reduced-interest financing in the fiscal year 2027 intended use plan and each subsequent intended use plan\".\r\n"}
