There shall be a special commission to study and report on the elimination of combined sewer overflows into the waterways of the commonwealth. The commission shall consist of: the secretary of energy and environmental affairs or a designee; the commissioner of environmental protection or a designee; and 5 members to be appointed by the governor, 1 of whom shall be a representative from a municipality in the South Coast region with a history of combined sewer overflow discharges, and 1 of whom shall be a professional engineer with expertise in wastewater systems.\r\nThe commission shall: (i) assess the current volume of combined sewer overflow discharges statewide; (ii) identify the infrastructure upgrades necessary to eliminate said discharges by 2050; and (iii) provide recommendations for a statewide grant program to assist municipalities in funding combined sewer overflow separation projects. The commission shall file its report with the clerks of the house of representatives and the senate not later than December 31, 2026.\"\r\n\r\n"}
