Nothing in this act shall be construed to limit the authority of a city or town to adopt or enforce local wetlands, wastewater, stormwater, groundwater protection or other environmental regulations that are more protective than state minimum standards. Eligibility for grants, loans or other financial assistance authorized by this act shall not be conditioned upon a municipality reducing, waiving or otherwise weakening such local protections.\"\r\n"}
