Notwithstanding the Department of Environmental Protections regulation 310 CMR 19.00: Solid waste management, municipal solid waste (MSW) loaded onto rail freight cars shall not leave the transfer station unless it is encapsulated with foam or other approved covering to eliminate odors deemed to be objectionable, noxious, and foul per the scientifically accepted FIDO (Frequency, Intensity, Duration, Offensiveness) framework.\r\n"}
